In 1993, the prime journal in Japan was Shukan Post, which featured images of naked women and nude girls. The e-book's move increased from eight50,000 copies in 1993 to over eight hundred thousand by 1996. Its success spawned two more magazines that were much more specific. The magazine sparked an obscenity boom in Japan, with copies of the magazine promoting over 600,000 copies a week by 1995. As a result, the Japanese courts have repeatedly stated that the liberty of expression is not unconditional and is violated if it interferes with the public's welfare. These cases have raised questions concerning the legitimacy of the Japanese judicial system.
