Despite these legal provisions, discrimination against gay and lesbian couples still continues to be a serious problem. It is not rare for couples to be denied access to public lodging. However, some local governments have intervened in these cases. The ruling by the Sapporo District Court is a huge victory for LGBT rights advocates. Advocates hope that this determination will spur lawmakers to tackle same-sex marriage. Ayako Hatano, a Research Fellow at the Centre for Human Rights Education and Training, says that the ruling is a significant step ahead. The same-sex marriage law has far-reaching consequences for the country.
