Movie producers submit their films to the Classification and Rating Administration (CIRA) before they're released. The MPAA consists of parents who are not involved in the enjoyment industry, and that they have strict criteria for censorship. While many of the X-rated movies were not made for little ones, there are exceptions. In the early years of the X-rating system, most X-rated films had graphic language and nudity. In addition, many films were deemed beside the point for toddlers, and many newspapers refused to advertise them. Deep Throat was the first pornographic film to make the most the MPAA and brand itself as "X-rated. " This marked the beginning of the slow takeover of the X rating, and spawned the NC-17 rating.
