In Japan, pornography with specific imagery is illegal, but many content providers have been voluntarily filtering such images. For instance, some ISPs offer parental controls to block sites that show images of genitalia. Some content is also pixelated, so it isn't seen to the average cyber web user. In addition to removing fabric from Japanese websites, internet suppliers also take action to protect themselves from civil legal responsibility. A 2001 law called the Provider Liability Limitation Act directed information superhighway service suppliers to set up a self-regulatory framework, and to comply with any requests for elimination of unlawful content, defamation, or privacy violations. In addition, industry associations in Japan posted checklist that protect ISPs from legal liability for taking down cloth. These checklist also allow people to report material directly to the service company or inquire about its elimination. While there have been many cases of uncensored porno in Japan, there have also been many cases of violations. One of the main infamous is Black Snow, a 1995 anime film which depicts prostitutes near a US army base in Japan.
