Ticket sales were dwindling, studios were suffering to make ends meet, and plenty of studios were forced to file for chapter. Formulaic films that had once been established had become unpopular, and audiences turned to TV series for a more superior, wholesome experience. In the early 1990s, the government announced an age rating system in Japan. Since May 1, 1998, it is unlawful to sell, rent, or show films with R15+ or R18+ ratings to underage people. This law is in response to the present interpretation of Article 175 of the Criminal Code of Japan, which bans the distribution of "indecent" components. The laws also restrict the general public screening of "child pornography" or adult video animations. In 1990, the X-rated category was replaced by the NC-17 rating. However, some filmmakers still distribute their films with no rating, and X-rated films are usually not always masterpieces. Many of those films weren't intended for toddlers and were meant to communicate parental issues. Number of X-rated movies in JapanPornography is everyday in Japan, and the nation has twice as many X-rated movies as the US.
