This rework has negatively affected the Project's capacity to comprehensive building and test according to the schedule set forth in VCM 17 and 19 [McKinney, p. 113, lines 2 and 9]. Additionally, this delay has contributed to the Project's universal delayed completion of HFT because the start of HFT on 4/25/2021. The Project is currently 30 days delayed on HFT based on the Company's common forecast of entirety, according to achieving the 350 degree F plateau on 6/1/21 as a substitute of 5/1/21. This additional 30 days has further impacted the Project's potential to satisfy the forecasted completion date of 7/9/2021. It is possible that this delay may have a poor impact on the Company's capability to earn dividends in 2021 and beyond. This is because the Company is needed to expend in total the increase in Vogtle forecast construction costs of $700 million earlier than charging Project bills to the extra contingency of $400 million or every other future forecasted cost increase. In order to maximise the chance for the Company to earn dividends, the Project must be achieved by 2020. If the Project is not completed by 2020, the Company would not have enough liquidity to fund future operations until 2022.
