In the late 1960s, Japan's film industry was in ruins. Ticket sales were dwindling, studios were struggling to make ends meet, and a lot of studios were forced to file for chapter. The laws also restrict the general public screening of "child pornography" or adult video animations. In 1990, the X-rated class was replaced by the NC-17 rating. However, some filmmakers still distribute their films and not using a rating, and X-rated films are not necessarily masterpieces. Many of these films weren't intended for babies and were meant to communicate parental issues.
