In 1969, the New York Sunday News argued that fly-by-night filmmakers were using X scores to promote cheap sexploitation sparkles. The X rating was meaningless for these films since it didn't differentiate between vulgar and great films. The National Association of Theatre Owners identified this problem and commenced separating the X-rated from other films. However, the X rating was not trademarked by the MPAA, so pornographers desired to capitalize on its recognition. Films with an X rating were not advertised in good theaters, and major media retailers didn't sell them. Despite these issues, there were maverick filmmakers who embraced the X rating as a badge of honor. Russ Meyer and others took advantage of its notoriety and persisted to liberate films with an X rating. While X was never intended to change X, the NC-17 rating was an acknowledgement that there's a middle ground among R-rated movies and X-rated porn. But while the X rating might be more primary today, it does not have any real utility. It's more common to use "unrated" and "XXX sometimes. The MPAA, which regulates movie rankings, brought the four-tier rating system in 1968.
