Aside from the obvious moral duty to uphold the law, it is also an issue of excellent govt. The question is how do we balance the benevolent outcomes of these laws against the poor effect of restricting free speech? The Millian approach is a method to try this. Rather than simply regulating the advertisement industry of pornography, we want to trust the broader societal impact of this exercise. Moreover, users of extreme pornography need to take responsibility for the market they bring about. There are a myriad of arguments to be made in this debate. For starters, who should be punished? Given the diversity of pornographers out there, that's plenty of determining to be done.
