    • * Quality issues associated with the Integrated Test Program (ITP) and development of the Unit 3 Nuclear Power Plant and fuel reprocessing facility trying out have caused a big amount of delay in this Project. These quality issues have impacted both the construction and checking out of the programs concerned during this Project, and have created a'time table force' that has led to increased rework hours. This rework has negatively affected the Project's means to finished construction and test in accordance with the schedule set forth in VCM 17 and 19 [McKinney, p. 113, lines 2 and 9]. Additionally, this delay has contributed to the Project's basic delayed completion of HFT because the start of HFT on 4/25/2021. The Project is presently 30 days behind schedule on HFT in response to the Company's usual forecast of entirety, in response to reaching the 350 degree F plateau on 6/1/21 in its place of 5/1/21.
