Under Article 175 of the Japanese Penal Code, "indecent matter" is not allowed to be circulated, and this consists of pornography. However, that does not mean that adult artists are prohibited from depicting the genitals of their work. While some Japanese films do comprise explicit scenes of genitals, many of them do not violate these laws. The Japanese executive's censorship of pornography isn't new. It has been censoring pornography since the 1600s. Since the laws prohibit pornography, production agencies have sought ways to avoid the laws. One way is to film external of Japan or base their servers overseas. Another option is to make the pornography a native unlock and distribute it solely to a domestic viewers. In spite of these laws, many pornographic films in Japan have blurred the genitals of actors. In 2004, a manga author who created an erotic art series known as Manga Missitsu was prosecuted under article 175, a law that prohibits the sharing of pornography. The Japanese professionals were accused of using this legal technicality to censor porn.
